1.中化建國際 （以下稱為“招標代理機構”）受中海石油寧波大榭石化 （以下稱為“招標人”）委托，就大榭石化產品升級改擴建工程項目45萬噸/年聚丙烯裝置2套擠壓造粒機組進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Extruder and Pelletizer System of 450 Kt/a Polypropylene Plant of Daxie Petrochemical Products Upgrading and Expansion Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Name of Goods: Extruder and Pelletizer System of 450 Kta Polypropylene Plant

數量：2套

Quantity: Two sets

規格：每套機組的負荷為73.5 t/h，產品熔指范圍在0.2-80g/10’之間

Specifications: The capacity of one set is 73.5t/h ，MFR range between 0.2-80g/10’

交貨期Delivery Schedule: 

境內貨物：合同簽訂后82周（貨到項目現場時間）

For goods within the PRC customs territory: within 82 weeks after signing the contract (arrival date to the jobsite)

境外貨物: 合同簽訂后76周（提單發貨時間）

For goods outside the PRC customs territory: within 76 weeks after signing the contract (departure date on the Bill of Lading)

交貨地點Destination of delivery：

境內貨物：大榭項目現場

For goods within the PRC customs territory: Project Site in Daxie

境外貨物：CIF中國寧波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China

2.對投標人的資格和業績要求：

（1）資格要求

Requirements for Qualification of Bidder:

投標人應為投標設備的制造商。本次招標不接受代理商投標。

The bidder shall be the manufacturer of the bidding equipment. Bid by Agent is not accepted.

（2）業績要求：

2017年1月1日至投標截止日，投標人所投產品應具有不少于2臺（套）應用于聚丙烯項目（聚丙烯裝置規模不低于45萬噸/年），且均滿足單臺處理量不小于73.5噸/小時技術要求的聚丙烯裝置擠壓造粒機組貨物運行業績（運行業績時間為投入運行時間或調試驗收時間）。

The bidding equipment shall have at least two sets of application reference of the capacity not less than 73.5t/h per machine in Polypropylene plant （not less than 450kt/h）, Operation certificate or Commissioning acceptance certificate signed from January 1, 2017 to the bidding deadline should be provided.

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件，并至少體現以下內容：合同首頁、簽字頁、貨物名稱-聚丙烯裝置擠壓造粒機組、供貨數量、項目類別-聚丙烯項目、項目規模-不小于45萬噸/年、單臺處理量不小于73.5噸/小時技術要求），和用戶出具的投入運行證明文件或用戶出具的調試驗收文件。用戶出具的投入運行證明文件或用戶出具的調試驗收文件應體現運行時間或調試驗收時間。

未提交業績證明文件，或所提供的業績證明文件未體現上述信息的，均視為無效業績。

Bidder shall furnish Reference List in given form, and provide corresponding documentary evidence. The documentary evidence of performance shall include but not limited to: copy of sales contract (including relevant technical attachments, and first page of Contract, signature page, name of goods - Extruder and Pelletizer System of Polypropylene Plant, quantity of goods, type of project - Polypropylene Plant，scale of project - not less than 450 Kta and technical requirements of the capacity not less than 73.5t/h per machine shall be demonstrated at least), and operation certificate and commissioning acceptance certification materials provided by users. The operation certification documents provided by the user must reflect operation time or commissioning acceptance time.

If the performance certification documents are not submitted, or the performance certification documents provided cannot demonstrate the above information, the performance shall be deemed invalid.

3.有興趣的投標人可通過以下方式獲取招標文件：從2022年6月16日開始至2022年6月23日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中
