1.中化建國際 （以下稱為“招標代理機構”）受中海油石化工程 （以下稱為“招標人”）委托，就中海油石化工程 江蘇濱海液化天然氣（LNG）一期擴建工程接收站項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule:

境內貨物：合同簽訂后34周（貨到項目現場時間）

For goods within the PRC customs territory：within 34 weeks after signing the contract (arrival date to the jobsite).

境外貨物: 合同簽訂后30周（提單發貨時間）

For goods outside the PRC customs territory: within 30 weeks after signing the contract (departure date on the Bill of Lading). 

交貨地點Destination of delivery：

境內貨物：江蘇省鹽城市濱海縣濱海港開發區

For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province

境外貨物：CIF中國江蘇濱海港

For goods outside the PRC customs territory: CIF Binhai Seaport, Jiangsu, P. R. China

2.對投標人的資格、業績及證書要求：

Requirements for Qualification，reference and Classification of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

投標人應為投標所報貨物的制造商或者是授權代理商。如果投標人是授權代理商，必須滿足以下全部條件：

1）制造商的銷售方式為銷售代理或分銷制；或者制造商在特定區域、行業有獨家或指定的代理。投標人應在投標文件中提供相應的證明文件。

2）代理商應提供制造商同意其在本次投標中提供該貨物的正式授權書。

The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:

1） The manufacturer_EpSingleQuotes_s sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.

2） The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid.

如果投標人為境內注冊公司，需提供有效的營業執照（具備獨立法人資格）復印件，并加蓋公章（以上證明文件在年審有效期內）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);

If the bidder is an overseas registered company, it shall provide valid company registration certificate.

  投標人應提供貨物制造商有效期內的ISO 9001（GB/T19001）質量體系認證證書。

The bidder shall provide the certificate of ISO 9001（GB/T19001） Quality Management System Certification in the validity period of the goods manufacturer.

（2）業績要求：

Requirement for Bidder’s reference:

2012年1月1日至投標截止日，投標人所投產品應在中國境內具有LNG接收站項目低溫閥門合同到貨業績（業績時間為合同簽署時間）。業績中至少包括如下內容：其中，①至少1個業績合同中4寸及以上低溫旋啟式止回閥供貨總數量不少于20臺；②所有業績中至少含有1臺10寸及以上且磅級不小于900磅的低溫旋啟式止回閥；③所有業績中至少含1臺2寸及以上磅級不小于1500磅的低溫截止閥。

From January 1, 2012 to the deadline for bidding, the products submitted by the bidders should have the delivery performance of the cryogenic valve contract for the LNG receiving station project in China (the performance time is the time when the contract is signed). The performance includes at least the following: Among them, ① at least one performance contract with a total supply of 4-inch and above low-temperature swing check valves is not less than 20 sets; ② all performances include at least one 10-inch and above and Low-temperature swing check valve with a pound class of not less than 900 pounds; ③ At least one low-temperature globe valve of 2 inches and above with a pound class of not less than 1500 pounds is included in all performances.

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件同時具有以下2種：

1） 無價銷售合同影印件（含相關技術附件）和

2） 用戶出具的投入運行證明文件或用戶出具的調試驗收文件。

投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、項目名稱（LNG接收站項目）、貨物名稱（低溫旋啟式止回閥、低溫截止閥）、供貨數量和規格型號（口徑及磅級）、用戶出具的投入運行證明文件或用戶出具的調試驗收文件。未提交業績證明文件，或所提供的業績證明文件未體現上述信息的，均視為無效業績。本次投標的產品型號、品牌必須與上述成功應用業績的產品一致。

Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. The performance certification documents have the following two types at the same time:

1) Photocopy of priceless sales contract (including relevant technical accessories) and

2) The commissioning certificate issued by the user or the commissioning acceptance document issued by the user.

The performance certificate submitted by the bidder must at least reflect the following contents: contract signing time, project name (LNG receiving terminal project), cargo name (Cryogenic swing check valve and cryogenic globe valve), supply quantity and specifications ( caliber and pound scale), the commissioning certificate issued by the user or the commissioning acceptance document issued by the user. Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance. The product model and brand of this bid must be consistent with the above-mentioned products with successful application performance.

（3）技術要求如下

     Technical requirement are as follows

1）★投標時，投標人應提供閥門制造商以下三類有效認證證書復印件，若三類認證證書包含產品的類型、口徑、溫度和壓力等級其中的一種或幾種參數，則其證書中的相應參數須覆蓋本次招標的產品對應最高參數要求。所有證書認證的制造商名稱應與其所提供業績的制造商、此次投標貨物的制造商一致。

When bidding，the bidder shall provide copies of the three type certifications of the manufacturer when bidding, if the three type certifications include one or several parameter of valve type, size, temperature and pressure, the corresponding parameter shall cover the corresponding valve’s highest parameter in the bidding documents. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods:

A 壓力設備認證證書：制造商應具有中國國家質監局頒發的特種設備制造許可證（A2(2)級）、特種設備型式試驗證書和壓力設備(PED)認證證書中的至少一種；

Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision(Certificate level for cryogenic valves A2(2)),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）.

B 防火認證證書：制造商應具有API607或API6FA或ISO10497防火證書，認證機構應為Lloyd's、BV或DNV等；

Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.

C 低泄漏認證證書：截止閥必須具備可靠的外密封性能，應至少達到TA-LUFT或ISO 15848-1的要求，并提供相關測試的TA-LUFT證書或ISO 15848 PART 1的認證。

Leakage certification：Globe valve shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUF certification or ISO 15848 PART 1.

2)★產地要求Origin requirements

閥門原產地應為制造商注冊地所在國，閥門生產應為非分廠生產。買方絕對不允許供貨商貼牌代工，如為進口產品，交貨時須提供原產地商會證明文件。

The origin of the valve should be the country where the manufacturer is registered, and the valve production should be non-branch production. The buyer absolutely does not allow the supplier to OEM, if it is an imported product, it must provide the certificate of the chamber of commerce of the origin when it is delivered. 

3）★閥門要求Valve Requirements

閥門尺寸、壓力等級、連接形式、材質應滿足閥門數據表中的要求。供貨時投標人應為每臺閥門提供材質證明。

Valve size, pressure class, connection form, and material should meet the requirements in the valve data sheet. The bidder shall provide material certificate for each valve when supplying.

4）★低溫測試low temperature test

①低溫測試的取樣比例是按照結構、壓力等級和口徑相同的閥門數量8寸以下20%，8寸及以上10%，并不少于一臺進行測試。如果存在試驗結果不合格，低溫測試取樣比例提高到50%；如仍有不合格試樣，低溫測試取樣比例提高到100%。業主只承擔首次測試閥門取樣比例的費用（即8寸以下20%，8寸及以上10%），多余費用由賣方承擔。低溫測試程序文件必須作為技術協議附件。試驗要求和達標標準詳見低溫閥門檢驗規定。

The sampling ratio of the low-temperature test is 20% of the number of valves with the same structure, pressure level and caliber below 8 inches, 10% of 8 inches and above, and no less than one valve. If there are unqualified test results, the sampling ratio of low temperature test is increased to 50%; if there are still unqualified samples, the sampling ratio of low temperature test is increased to 100%. The owner only bears the cost of the sampling ratio of the first test valve (ie 20% below 8 inches, 10% above 8 inches), and the excess cost shall be borne by the seller. The low temperature test procedure document must be attached to the technical agreement. For test requirements and compliance standards, please refer to the cryogenic valve inspection regulations.

②閥門制造商應自主擁有低溫測試設施及相關證明，投標時提供以往LNG接收站項目中同類型產品的測試報告。

The valve manufacturer shall have its own low-temperature test facilities and relevant certificates, and provide the test report of the same type of products in the previous LNG terminal project when bidding.

3. 有興趣的投標人可通過以下方式獲取招標文件：從2022年7月1日開始至2022年7月8日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from July 1, 2022 to July 8, 2022. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4．投標文件遞交截止時間和 在此時間后收到的投標文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30am (Beijing Time) on July 22, 2022. Any bid beyond the required time and date shall be subject for rejection.

5．開標時間：定于2022年7月22日9:30時（北京時間）開標。

   Bid-opening place time: Bids will be opened  at 9:30a.m (Beijing time) on  July 22, 2022.
