2.對投標人的資格和業績要求：

Requirements for Qualification and reference of Bidder:

  （1）資格要求:

Requirements for Qulification of Bidder:

A、投標人應為投標產品的制造商或授權代理商,代理商應提供制造商同意其在本次投標中提供該產品的正式授權書。

The bidder shall be the manufacturer of the bidding products or authorized agent,the agent shall provide the Letter of Authority from manufacturer to agree to provide the products in this Bid.

B、閥門制造商必須通過質量管理體系認證（ISO 9001或GB/T19001證書），提供證書復印件，且證書在有效期內。

The valve manufacturer must be certified by the quality management system (ISO 9001 or GB/T19001 certificate) and provide a copy of the certificate,the certificate shall be valid.

C、閥門規格書中對于SIL 等級有要求的閥門及相關附件必須滿足SIL 等級要求，投標人應提供閥門及相關附件的SIL認證書。

The valves and related accessories required for SIL level in the valve specification must meet the SIL level requirements. The bidder shall provide the SIL certificate of the valve and related accessories.

D、特種設備證書：

Special Equipment Certificate:

境內制造廠須提供壓力管道元件制造許可（TS認證），且證書在有效期內，證書批準范圍涵蓋本次招標的壓力管道閥門范圍。

Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate), and the certificate shall be valid.The scope of certificate approval covers the scope of penstock valves in this bidding.

境外制造廠須提供壓力管道元件型式試驗報告或證書，報告或證書應覆蓋本次招標的壓力管道閥門范圍。并承諾在2024年1月31日前取得《中華人民共和國特種設備生產許可證》。

Foreign manufacture shall provide the pressure piping component Type Test Report or Certification released by the national authority agency of China,The certificate or report shall cover the scope of penstock valves in this bidding.It is necessary to promise to obtain the Special Equipment Production License of the People_EpSingleQuotes_s Republic of China before January 31, 2024.

   （2）業績要求：

     Requirement for Bidder_EpSingleQuotes_s reference:

2010年1月1日至投標截止日（合同簽署時間），投標人所投產品應具有不少于2個合同應用于蠟油加氫、加氫裂化或同類高壓加氫裝置氣動或電動球閥的供貨業績，且滿足如下要求：

A、每個合同中閥門的數量不少于5臺；

B、每個合同中至少包含1臺壓力等級不小于Class1500氣動球閥；

C、業績合同中至少包含1臺16" 、Class1500及以上的氣動球閥。

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件，至少體現以下內容：合同首頁、簽署時間、貨物名稱（氣動或電動球閥）、裝置名稱（蠟油加氫、加氫裂化或同類高壓加氫裝置）、供貨數量、口徑、壓力等級）和到貨接收證明文件。

未提交業績證明文件，或所提供的業績證明文件未體現上述信息的，均視為無效業績。

From January 1, 2010 to the tender closing date(date of contract signing), the bidding products shall have at least 2 contracts delivery performance to the pneumatic or electric ball valves of wax oil hydrogenation, hydrocracking or similar high-pressure hydrogenation units, and meet the following requirements:

A. The number of valves in each contract shall not be less than 5;
B. Each contract shall include at least one pneumatic ball valve with pressure rating not less than class1500;
C. The performance contract shall include at least one 16 ", class1500 and above pneumatic ball valves.

The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Results documents including but not limited to: sales contract copy (including relevant technical attachments, at least showing the following contents: contract home page, signature page, name of goods(the pneumatic or electric ball valves), name of device(wax oil hydrogenation, hydrocracking or similar high-pressure hydrogenation units), quantity of supply, caliber, pressure grade) and the arrival of the goods receiving documents.

If the performance certification documents are not submitted, or the performance certification documents provided do not reflect the above information, the performance shall be regarded as invalid.

3.有興趣的投標人可通過以下方式獲取招標文件：從2022年7月15日開始至2022年7月22日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中
