1.中化建國際 （以下稱為“招標代理機構”）受中海油石化工程 （以下稱為“招標人”）委托，就中海油石化工程 江蘇濱海液化天然氣（LNG）一期擴建工程接收站項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Name of Goods: Cryogenic Ball Valves（Above 20”），of which 24”1500LB 2sets，26”1500LB 4sets，30”1500LB 1sets.

交貨期Delivery Schedule:

境外貨物: 合同簽訂后40周

For goods outside the PRC customs territory: 40 weeks after the contract is signed.

境內貨物：合同簽訂后42周

For goods within the PRC customs territory：42 weeks after the contract is signed.

交貨地點Destination of delivery：

境外貨物：CIF中國上海港

For goods outside the PRC customs territory: CIF Shanghai Seaport, P. R. China

境內貨物：江蘇省鹽城市濱海縣濱海港開發區

For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province

2.對投標人的資格、業績及證書要求：

Requirements for Qualification，reference and Classification of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

 A. ★投標人必須是具有獨立法人資格的低溫球閥（20”以上）制造商或代理商。

獨立法人資格要求：如果投標人為境內注冊公司，應具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。

Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Cryogenic Ball Valve（Above 20”）.

Qualification requirements for independent legal person: If the bidder is a domestically registered company, it should have a legal and valid enterprise legal person business license, tax registration certificate and organization code certificate or a business license that combines the licenses; if the bidder is an overseas registered company, it is required to provide a valid company Proof of registration.

B. ★代理商要求：如果投標人所投的貨物不是投標人自己制造的，投標人應得到貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權書，本次投標的產品須為同一品牌。

If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.

C.★投標人應在投標時提供閥門制造商的以下三類認證有效證書復印件，若三類認證證書包含產品的類型、口徑、溫度、壓力等級其中的一種或幾種參數，則其證書中的相應參數須覆蓋本次招標的產品對應最高參數要求，所有證書認證的制造商名稱應與其所提供業績的制造商、此次投標貨物的制造商一致：

The bidder should provide a copy of the following three types of valid certificates of the valve manufacturer when biding. If the three types of certificates include one or more parameters of the type, diameter, temperature and pressure level of the product, the corresponding certificate in the certificate The parameters must cover the highest parameter requirements of the products in this bidding, and the names of the manufacturers certified by all certificates should be consistent with the manufacturers of the performance provided by them and the manufacturers of the goods in this bidding:

1) 壓力設備認證證書：制造商應具有中國國家質監局頒發的特種設備制造許可證（A2級）、特種設備型式試驗證書和壓力設備(PED)認證證書中的至少一種，且所有證書均應在有效期內；

Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic valves:A2),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the certification should be within the period of validity.

2) 防火認證證書：制造商應具有API607或API 6FA或ISO10497防火證書，認證機構應為Lloyd's、BV或DNV等；

Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.

3) 低泄漏認證證書：閥門必須具備可靠的外密封性能，應至少達到TA-LUFT或ISO 15848-1的要求，并提供相關測試的TA-LUFT證書或ISO 15848 PART 1的認證。

Leakage certifaction：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFT certificate or ISO 15848 PART 1.

D.★制造商應具有API 6D認證，且證書應在有效期內。投標時提供有效證書復印件。

The manufacturer shall have valid API 6D certification. The certificate should be within the validity period. Provide copies of valid certificates when bidding.  

E ★產地要求

投標人所報的本次招標低溫球閥的原產地和制造商應與所提供業績中的低溫球閥原產地以及制造商一致，且所投本次招標低溫球閥應在其原產地工廠進行生產和檢驗，不得委托加工。投標人提交能體現原產地和制造商的業績證明文件，包括1.合同復印件或2.報關單或3.原產地證明或4. BV、DNV、勞氏等國際知名第三方檢驗機構出具的報告，例如出廠檢驗報告、制造過程檢驗報告等。

Origin requirements

The original place and manufacturer of cryogenic ball valves of the bidder’s quotation shall be in accordance with the original place and manufacturer of the cryogenic ball valves of the offered performance, and must be processed and inspected in the original place, OEM is forbidden. To prove country of origin and manufacturer, Bidder shall provide the reference evidence, including 1.contract copies or 2. customs declaration or 3.place of origin certificate or 4. certified by a third authority such as Lloyd's, BV or DNV or other internationally renowned authority, the certification include factory inspection report, manufacturing process inspection report, etc.

F★質量保證要求

制造商應提供ISO9001質量管理體系認證證書，且證書在有效期內。代理商投標時應提供所代理的產品制造商的ISO證書。

QA Requirement

Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.

（2）業績要求：

Requirement for Bidder Single Quotes_s reference:

自2011年1月1日至投標截止日（合同簽署日期），投標人所投產品應具有在中國境內的LNG接收站項目深冷球閥供貨業績。其中至少包含2臺尺寸≥20”且磅級≥1500LB的深冷球閥。

From January 1, 2011 to the deadline for bidding (the date of signing the contract), the products submitted by the bidders should have the supply performance of cryogenic ball valves for LNG receiving station projects in China. Among them, at least 2 cryogenic ball valves with size ≥ 20" and pound class ≥ 1500LB are included.

投標人須提交有效的業績表和相關證明文件，業績證明文件至少包括1.合同復印件相關章節和2.到貨驗收材料。業績證明文件必須至少體現以下內容：合同簽署時間、貨物名稱及類型（深冷球閥）、項目名稱（LNG接收站項目）、供貨數量、閥門尺寸、磅級。未提交業績證明文件，或所提供的業績證明文件無法驗證前述業績信息，均視為無效業績。 

The bidder must submit a valid performance form and relevant certification documents. The performance certification documents shall at least include 1. Relevant chapters of the copy of the contract and 2. Arrival acceptance materials. The performance certification documents must at least reflect the following contents: the time when the contract was signed, the name and type of the goods ( cryogenic ball valve), project name (LNG terminal project） , supply quantity, valve size, and pound class. Failure to submit performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, will be regarded as invalid performance.
