2.對投標(biāo)人的資格和業(yè)績要求：

A、投標(biāo)人應(yīng)為投標(biāo)產(chǎn)品的制造商或授權(quán)代理商,代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該產(chǎn)品的正式授權(quán)書。
The bidder shall be the manufacturer of the bidding products or authorized agent,the agent shall provide the Letter of Authority from manufacturer to agree to provide the products in this Bid.
B、閥門制造商必須通過質(zhì)量管理體系認(rèn)證（ISO 9001或GB/T19001證書），提供證書復(fù)印件，且證書在有效期內(nèi)。
The valve manufacturer must be certified by the quality management system (ISO 9001 or GB/T19001 certificate) and provide a copy of the certificate,the certificate shall be valid.
C、投標(biāo)人提供的防爆電氣電子產(chǎn)品必須取得國家指定防爆檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證書；對國家3C 目錄內(nèi)的產(chǎn)品，必須取得防爆電氣類產(chǎn)品強(qiáng)制性產(chǎn)品認(rèn)證（CCC 認(rèn)證）證書。提供證書復(fù)印件，且證書在有效期內(nèi)。

D、特種設(shè)備證書：
Special Equipment Certificate:
境內(nèi)制造廠須提供壓力管道元件制造許可（TS認(rèn)證），且證書在有效期內(nèi)，證書批準(zhǔn)范圍涵蓋本次招標(biāo)的壓力管道閥門范圍。
Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate), and the certificate shall be valid.The scope of certificate approval covers the scope of penstock valves in this bidding.
境外制造廠須提供壓力管道元件型式試驗(yàn)報(bào)告或證書，報(bào)告或證書應(yīng)覆蓋本次招標(biāo)的壓力管道閥門范圍。并承諾在2024年1月31日前取得《中華人民共和國特種設(shè)備生產(chǎn)許可證》。
Foreign manufacture shall provide the pressure piping component Type Test Report or Certification released by the national authority agency of China,The certificate or report shall cover the scope of penstock valves in this bidding.It is necessary to promise to obtain the Special Equipment Production License of the People_EpSingleQuotes_s Republic of China before January 31, 2024.
（2）業(yè)績要求：
Requirement for Bidder_EpSingleQuotes_s reference:
2010年1月1日至投標(biāo)截止日（簽約時間為業(yè)績時間），投標(biāo)人所投產(chǎn)品應(yīng)具有不少于2個合同應(yīng)用于柴油加氫裝置或蠟油加氫或加氫裂化或同類高壓加氫裝置冷、熱高分工況的供貨業(yè)績，且滿足如下要求：
A、每個合同中的氣動高壓角形調(diào)節(jié)閥數(shù)量不少于5臺；
B、至少1個合同中包含1臺口徑不小于8"且壓力等級不低于Class2500氣動高壓角形調(diào)節(jié)閥；
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件，至少體現(xiàn)以下內(nèi)容：合同首頁、簽署時間、貨物名稱（氣動角型調(diào)節(jié)閥）、裝置名稱（柴油加氫裝置、蠟油加氫、加氫裂化或同類高壓加氫裝置）、工況（冷、熱高分工況）、供貨數(shù)量、口徑、壓力等級）和到貨接收證明文件。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
From January 1, 2010 to the bidding deadline (the signing time is the performance time), the products submitted by the bidder shall have at least 2 contracts supply performance of pneumatic high-pressure angle regulating valve for diesel oil hydrogenation unit or wax oil hydrogenation or hydrocracking unit or similar high-pressure hydrogenation unit under cold and hot high pressure working condition, and meet the following requirements:
A. The number of pneumatic high pressure angle regulating valves in each contract shall not be less than 5 sets;
B. At least one contract shall include one pneumatic high pressure Angle regulating valve with diameter no less than 8" and pressure grade no less than Class2500;
The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: sales contract copy (including relevant technical attachments, at least the following: contract home page, signing time, name of goods home page (pneumatic angle regulating valve), device name (diesel oil hydrogenation unit, wax oil hydrogenation, hydrocracking, or similar high-pressure hydrogenation unit), working condition(cold and hot high pressure working condition),supply quantity, diameter, pressure level) and the arrival of the goods receiving documents.
If the performance certification documents are not submitted, or the performance certification documents provided do not reflect the above information, the performance shall be regarded as invalid.
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for Bid for purchasing Bidding document from July 27, 2022 to August 3, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時間和 在此時間后收到的投標(biāo)文件恕不接受。
