中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

微量水份分析儀采用薄膜氧化鋁電容型，性能應(yīng)滿足下列要求：精度：±3℃，重復(fù)性：±1℃。液相水份分析儀的檢測(cè)器應(yīng)帶溫度測(cè)量，氣相水份分析儀的檢測(cè)器應(yīng)帶壓力測(cè)量。微量氧分析儀采用電化學(xué)式，性能應(yīng)滿足下列要求：精度：±2%FS，重復(fù)性：±1%。
The moisture analyzer adopts thin-film alumina capacitive type, and its performance should meet the following requirements: accuracy: ±3℃, repeatability: ±1℃.The detector of the liquid-phase moisture analyzer should be equipped with temperature measurement, and the detector of the gas-phase moisture analyzer should be equipped with pressure measurement. The trace oxygen analyzer adopts an electrochemical formula and its performance should meet the following requirements: accuracy: ±2%FS, repeatability: ±1%.

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為所投產(chǎn)品（分析儀系統(tǒng)）的制造商，集成商視為制造商。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，投標(biāo)人應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (analyzer system), the integrator considers the manufacturer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（3）業(yè)績(jī)要求Requirement for Bidder's reference:
2015年1月1日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)文件應(yīng)同時(shí)滿足以下業(yè)績(jī)要求（可接受以下兩項(xiàng)要求同時(shí)體現(xiàn)在一個(gè)合同）：
① 投標(biāo)人所投的微量水分析儀和微量氧分析儀的制造商在中國(guó)境內(nèi)至少具有1個(gè)合同的供貨業(yè)績(jī)，且單個(gè)合同應(yīng)包含微量水分析儀和微量氧分析儀的總數(shù)量不少于10臺(tái)。
② 投標(biāo)人具有至少1個(gè)在中國(guó)境內(nèi)微量水分析儀或微量氧分析儀系統(tǒng)集成的合同業(yè)績(jī)。
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的微量水分析儀及微量氧分析儀的業(yè)績(jī)，視為投標(biāo)人所投微量水分析儀及微量氧分析儀的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說(shuō)明函，說(shuō)明本次所投微量水分析儀及微量氧分析儀的制造商與滿足上述業(yè)績(jī)要求的產(chǎn)品制造商屬于同一集團(tuán)。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements （If the following two requirements are in one same contract, it can be accepted.）：
(1) The manufacturer of the moisture and trace oxygen analyzer submitted by the bidder must have at least one contract in China, the total quantity of moisture analyzers and trace oxygen analyzers included in a single contract shall not be less than 10 sets;
(2) The bidder must have at least one contract performance for system integration of moisture analyzer or trace oxygen analyzer cabins in China.
The performance of the chromatographic analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of moisture analyzer and trace oxygen analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the moisture analyzer and trace oxygen analyzer submitted in this bid and the manufacturer of the moisture analyzer and trace oxygen analyzer meeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、① 中體現(xiàn)微量水分析儀和微量氧分析儀的制造商名稱、②中體現(xiàn)集成商名稱、貨物名稱、項(xiàng)目所在地、微量氧及微量水分析儀數(shù)量等。
若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī)。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), the manufacturer's name of the moisture and trace oxygen analyzer is reflected in ①, the name of the inegrator is reflected in ②, name of goods, the location of the project, the number of trace oxygen and moisture analyzers.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2025年8月22日開(kāi)始至2025年8月29日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。投標(biāo)人須在線填寫購(gòu)買招標(biāo)文件登記表，并在線支付標(biāo)書款，支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元購(gòu)買招標(biāo)文件的投標(biāo)人，需電匯至以下賬號(hào)：收款人：中化建國(guó)際招標(biāo)有限責(zé)任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號(hào)：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from August 22, 2025 to August 29, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標(biāo)文件遞交截止時(shí)間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2025年9月12日上午9:00（北京時(shí)間）前線上提交至中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on September 12, 2025. Any bid beyond the required time and date shall be subject for rejection.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標(biāo)人進(jìn)入開(kāi)標(biāo)大廳后，需要進(jìn)行簽到操作，等待開(kāi)標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號(hào)綁定的CA），輸入正確的CA密碼。（請(qǐng)注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開(kāi)標(biāo)時(shí)間前進(jìn)行簽到，原則上將無(wú)法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標(biāo)人對(duì)開(kāi)標(biāo)有異議的，應(yīng)當(dāng)在開(kāi)標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù)，并制作記錄。未在線上開(kāi)標(biāo)現(xiàn)場(chǎng)提出的開(kāi)標(biāo)異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
