A. If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate or the business license of a three certificates shall be provided(all documents within the validity period);
B. 如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

C. 投標(biāo)人所投產(chǎn)品制造商通過ISO9001質(zhì)量體系認(rèn)證，并提供有效的質(zhì)量體系認(rèn)證證書；
C. The manufacturer of the products offered by the bidder shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
D.投標(biāo)人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書。
D.The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
（2）業(yè)績要求：
Requirement for Bidder reference:
1) 2016年1月1日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)具有應(yīng)用于海洋工程或碼頭類項(xiàng)目，且滿足護(hù)舷產(chǎn)品結(jié)構(gòu)形式為單塊護(hù)舷防沖板上連接多個(gè)橡膠件并固定在碼頭或海上結(jié)構(gòu)物上，橡膠件高度H尺寸及垂向受力不小于本項(xiàng)目技術(shù)要求（H為1200mm、單個(gè)橡膠件垂向設(shè)計(jì)載荷188噸）的護(hù)舷貨物運(yùn)行業(yè)績（運(yùn)行業(yè)績時(shí)間為投入運(yùn)行時(shí)間或調(diào)試驗(yàn)收時(shí)間）。
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：無價(jià)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）等證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁、簽字頁、項(xiàng)目名稱（應(yīng)用于海洋工程或碼頭類項(xiàng)目）、貨物名稱、產(chǎn)品結(jié)構(gòu)形式（單塊護(hù)舷防沖板上連接多個(gè)橡膠件并固定在碼頭或海上結(jié)構(gòu)物上)、橡膠件高度、垂向受力,并提供用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件。用戶出具的投入運(yùn)行證明文件或用戶出具的調(diào)試驗(yàn)收文件應(yīng)體現(xiàn)運(yùn)行時(shí)間或調(diào)試驗(yàn)收時(shí)間。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
From January 1, 2016 to the deadline for bid submission, the bidder_EpSingleQuotes_s products shall have at least one set applied to marine engineering or wharf projects, and the structural form of fender products. The structural form is that a single fender anti-collision plate is connected with multiple rubber parts and fixed on the wharf or offshore structure.These products’ height size H and design load shall not be less than the product purchased in this project(H is 1200mm,single rubber cell design load is 188T) ,the operation performance time is the operation time or commissioning acceptance time.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of the priceless sales contract (including technical attachments)and other supporting materials. . The evidence documents provided by Bidder shall as least demonstrate the contents as follows:contract home page, signature page, project name (applied to offshore engineering or wharf projects), name of goods ，product structure form (multiple rubber parts are connected on a single fender anti-collision plate and fixed on the code head or offshore structure),height of rubber parts,design load to be supplied, acceptance documents issued by users or other documents that can prove successful application. The acceptance documents issued by users shall reflect the acceptance time. If the performance documents are not submitted, or the performance documents provided do not reflect the above information, the performance shall be regarded as invalid.

投標(biāo)人承諾交貨前提供護(hù)舷產(chǎn)品整體結(jié)構(gòu)有限元分析等計(jì)算報(bào)告、設(shè)計(jì)圖紙及材料清單。

投標(biāo)人承諾在供貨時(shí)提供由五大船級(jí)社進(jìn)行見證的產(chǎn)品性能測(cè)試報(bào)告。

3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2021年2月25日開始至2021年3月4日止，請(qǐng)登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（ ooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Feb.25,2022 to Mar.4,2022. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時(shí)間和
