1.中化建國際 （以下稱為“招標代理機構”）受中海油石化工程 （以下稱為“招標人”）委托，就中海油石化工程 江蘇濱海液化天然氣（LNG）一期擴建工程接收站項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

交貨期Delivery Schedule:
境內貨物：合同簽訂后40周（貨到項目現場時間）
For goods within the PRC customs territory：within 40 weeks after signing the contract (arrival date to the jobsite).
境外貨物: 合同簽訂后35周（提單發貨時間）
For goods outside the PRC customs territory: within 35 weeks after signing the contract (departure date on the Bill of Lading).
交貨地點Destination of delivery：
境內貨物：江蘇省鹽城市濱?？h濱海港開發區
For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province
境外貨物：CIF中國江蘇濱海港
For goods outside the PRC customs territory: CIF Binhai Seaport, Jiangsu, P. R. China
標段劃分：本次招標分兩個標段：罐頂低溫安全閥為標段1；工藝低溫安全閥為標段2。本標段為標段2。
Division of tenders: This tender is divided into two tenders: the first tender for Tank Top Cryogenic Safety Valve; the second tender for Process cryogenic safety valve. Concurrently cast and medium. This is the second tender.
2.對投標人的資格、業績及證書要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
投標人應為投標所報貨物的制造商或者是授權代理商。如果投標人是授權代理商，必須滿足以下全部條件：
1）制造商的銷售方式為銷售代理或分銷制；或者制造商在特定區域、行業有獨家或指定的代理。投標人應在投標文件中提供相應的證明文件。
2）代理商應提供制造商同意其在本次投標中提供該貨物的正式授權書。
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:
1） The manufacturer_EpSingleQuotes_s sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.
2） The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).
如果投標人為境內注冊公司，需提供有效的營業執照（具備獨立法人資格）復印件，并加蓋公章（以上證明文件在年審有效期內）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投標人應提供貨物制造商的有效期內的質量體系認證證書。
The bidder shall provide the certificate of Quality Management System Certification in the validity period of the goods manufacturer.
（2）業績要求：
Requirement for Bidder_EpSingleQuotes_s reference:
2012年1月1日至投標截止日，投標人所投產品應在中國境內至少具有2個LNG接收站項目（年處理能力200萬噸/年及以上規模）供貨業績，且均滿足操作溫度-165℃及以下技術要求的工藝低溫安全閥運行1年及以上業績（運行業績開始時間為投入運行時間或調試驗收時間）。
From January 1, 2012 to the bid deadline, the products submitted by the bidder should have at least 2 LNG receiving terminal projects (with an annual processing capacity of 2 million tons/year and above) in China, and all of them should meet the operating temperature. -165℃ and below technical requirements of low-temperature safety valves have been operated for 1 year or more (the start time of the operation performance is the time of putting into operation or the time of commissioning and acceptance).
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：無價銷售合同影印件（含相關技術附件）以及其他證明材料。投標人所提交的業績證明文件必須至少體現以下內容：項目名稱、裝置名稱及規模（年處理能力200萬噸/年及以上規模的LNG接收站項目）、貨物名稱（工藝低溫安全閥）、規格型號（含操作溫度）、用戶出具的投入運行證明文件或用戶出具的調試驗收文件。用戶出具的投入運行證明文件或用戶出具的調試驗收文件應體現運行時間或調試驗收時間，且投標人提供“該項業績已運行1年及以上”的承諾函。未提交業績證明文件，或所提供的業績證明文件未體現上述信息的，均視為無效業績。本次投標的產品型號、品牌必須與上述成功應用業績的產品一致。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: photocopies of priceless sales contracts (including relevant technical accessories) and other certification materials. The performance certification documents submitted by the bidder must at least reflect the following contents: project name, device name and scale (an LNG terminal project with an annual processing capacity of 2 million tons/year and above), cargo name (process cryogenic safety valve), specifications Model (including operating temperature), the commissioning certificate issued by the user or the commissioning acceptance document issued by the user. The commissioning certificate issued by the user or the commissioning acceptance document issued by the user shall reflect the running time or the commissioning acceptance time, and the bidder shall provide a letter of commitment that "the performance has been in operation for 1 year or more". Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance. The product model and brand of this bid must be consistent with the above-mentioned products with successful application performance.
（3）技術要求如下
Technical requirement are as follows
1）★制造商必須具有ASME第八章鍋爐及壓力容器、中華人民共和國特種設備制造認證證書，投標時提供證書掃描件，且證書應在有效期內。
The Vendor must have ASME Boiler and Pressure Vessel Code, Manufacture license of special equipment CHINA certification and provide a scanned copy of the certificate when bidding. The certificate must be in valid period.
2）★低溫安全閥設計執行標準應滿足API526/527/API520/ API521/ASME VIII 等標準要求。
The pressure relief valve shall be in accordance with API526, API527, API520, API521, ASMEI and ASMEVIII standards.
3）★低溫安全閥及其他閥門附件等必須在閥門制造廠總成，測試。不允許轉港，不接受在異地總成，測試。交貨時提供原產國第三方商會出具的原產地證書。
Safety/relief valves and other valve accessories must be assembled and tested in manufacturing plant. Port transference and assembly and testing abroad are not accepted. The Vendor should provide the Certificate of Origin when delivering.
4）★低溫安全閥門的低溫測試應參照EN13648-1及同類標準，滿足API527。投標時閥門制造商應提供以往 LNG 接收站項目中同類型產品的測試報告，供買方審核。
Pressure safety and relief valves shall be cryogenic tested in accordance with EN13648-1 and the equivalent, besides API 527. Vendor shall provide the testing report of the same type product in previous similar LNG terminal projects when bidding, which shall be approved by Owner.
5）★低溫測試的取樣比例必須符合JSLNG-DD-SPC-TS-MP-90001006 低溫閥門檢驗規定。低溫測試程序文件必須作為技術協議附件。
The sampling ratio of the low temperature test must accord with JSLNG-DD-SPC-TS-MP-90001006 Cryogenic Valve Test Specification. The low-temperature test program file must be used as the Technical Annex.
6）★投標人投標時應出具閥門及配套設備設計壽命不低于30年的承諾函。
The valves and the related accessories shall be designed for a service lifetime of at least 30 years, the bidder shall issue a letter of commitment when bidding.
7）★閥門的射線及無損探傷檢測必須符合JSLNG-DD-SPC-TS-MP-90001003工藝介質閥門規格書。測試程序文件必須作為技術協議附件。
The Radiography and NDT test & examination must accord with JSLNG-DD-SPC-TS-MP-90001003 Process Valve Design Requirement. The test program file must be used as the Technical Annex.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2022年4月14日開始至2022年4月21日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（ ooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中 另外，投標人還需要在 （ ) on the page of Invitation for bid for purchasing Bidding document from April 14, 2022 to April 21, 2022. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international bidding nets ( ooc.com.cn）上發布。
