1. 中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受海洋石油工程股份 （以下稱為“招標(biāo)人”）委托，就流花11-1/4-1油田二次開發(fā)項(xiàng)目所需部分貨物進(jìn)行國(guó)際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods required under the project of Liuhua 11-1/4-1 Oilfield Continued Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods  with sealed bids.

Specification: 

This document defines the minimum technical requirements for the design, materials, manufacture, testing and preparation for shipment of Flooding and Venting System which will be installed on Liuhua 11-1/4-1 Oilfield Continued Development Project located in the South China Sea, the People’s Republic of China.

交貨期Delivery Schedule: 

境內(nèi)：合同簽訂后32周

Cisborder: Thirty-two weeks after signing the contract 

境外: 合同簽訂后32周

Overseas:  Thirty-two weeks after signing the contract 

交貨地點(diǎn)Destination of delivery：

境內(nèi)：交貨珠海中海福陸重工

Cisborder:  Delivery to COOEC-Fluor Heavy Industries Co., Ltd.

境外：CIF 珠海高欄港或CIP深圳機(jī)場(chǎng)或CIP珠海機(jī)場(chǎng)（根據(jù)交貨期選擇運(yùn)輸方式，以滿足交貨期為準(zhǔn)）

Overseas: CIF Zhuhai Gaolan Seaport P. R. China/CIP Shenzhen Airport P. R. China/CIP Zhuhai Airport P. R. China（According to the delivery date, select the mode of transportation to meet the delivery date）

2. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

Requirements for Qualification and reference of Bidder:

A.如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)時(shí)需提供合法有效營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或三證合一的營(yíng)業(yè)執(zhí)照復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)）；

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period);

如果投標(biāo)人為境外注冊(cè)公司，投標(biāo)時(shí)需提供有效的公司登記注冊(cè)證明；

If the bidder is an overseas registered company, it shall provide valid company registration certificate

B．投標(biāo)人所投產(chǎn)品制造商應(yīng)通過ISO9001質(zhì)量體系認(rèn)證，且投標(biāo)人投標(biāo)時(shí)應(yīng)提供制造商有效的質(zhì)量體系認(rèn)證證書；

The manufacturer of the product invested by the bidder shall pass ISO9001 Certification, and the Bidder shall provide manufacturer_EpSingleQuotes_s valid Certificate of Quality Management System Certification when bidding.

C．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式唯一授權(quán)書,并在投標(biāo)時(shí)提供授權(quán)書。

If the bidder is an agent, the Bidder shall be only duly authorized by the goods’ Manufacturer to supply the goods in this bid , and provide a letter of authorization when bidding.

（3）業(yè)績(jī)要求：

Requirement for Bidder_EpSingleQuotes_s reference:

投標(biāo)人所投產(chǎn)品制造商在2010年1月1日起至投標(biāo)截止日之間（以合同簽訂日期為準(zhǔn)）具有至少一個(gè)海上導(dǎo)管架項(xiàng)目注水系統(tǒng)的銷售業(yè)績(jī)，且業(yè)績(jī)中的導(dǎo)管架水深需大于等于150米。投標(biāo)人須按規(guī)定格式在投標(biāo)時(shí)提交業(yè)績(jī)表，并提交相應(yīng)證明材料，證明材料包括銷售合同（含相關(guān)技術(shù)附件）的復(fù)印件以及其他證明材料，證明材料至少須體現(xiàn)合同簽署時(shí)間、項(xiàng)目名稱、貨物名稱、導(dǎo)管架水深。所提供的證明材料無法驗(yàn)證合同簽署時(shí)間、項(xiàng)目名稱、貨物名稱、導(dǎo)管架水深，均視為無效業(yè)績(jī)。

The manufacturer of the product to be submitted by the bidder has sold at least one water injection system for an offshore jacket project between January 1, 2010 and the tender deadline (the date of contract signing), and the jacket water depth in such sales record shall be 150 m or more. The bidder shall submit the performance table in the prescribed format when bidding, and submit the corresponding supporting materials, including copies of the sales contract (including relevant technical attachments) and other supporting materials, which shall at least reflect the signing time of the contract, the name of the project, the name of the goods and the water depth of the jacket. If the supporting materials provided cannot verify the signing time of the contract, the name of the project, the name of the goods and the water depth of the jacket, they will be deemed invalid.

3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年6月6日開始至2022年6月13日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from June 6, 2022 to June 13, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000 or USD 300 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4. 投標(biāo)文件遞交截止時(shí)間和 在此時(shí)間后收到的投標(biāo)文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before10:00 am (Beijing Time) on June 27, 2022. Any bid beyond the required time and date shall be subject for rejection.
