 1.中化建國際 （以下稱為“招標代理機構”）受中海石油寧波大榭石化 （以下稱為“招標人”）委托，就大榭石化煉化一體化項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Refining and Chemical Integration Project of CNOOC Ningbo Daxie Petrochemical LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Name of Goods: Dustproof CV control valve and booster valve of CCR Unit

交貨期Delivery Schedule: 

境內貨物：合同簽訂后44周（貨到項目現(xiàn)場時間）

For goods within the PRC customs territory：within 44 weeks after signing the contract (arrival date to the jobsite)

境外貨物: 合同簽訂后42周（提單發(fā)貨時間）

For goods outside the PRC customs territory: within 42 weeks after signing the contract (departure date on the Bill of Lading)

交貨地點Destination of delivery：

境內貨物：大榭石化項目現(xiàn)場

For goods within the PRC customs territory: Project site in Daxie Petrochemical

境外貨物：CIF寧波港

For goods outside the PRC customs territory: IF Ningbo Seaport

2.對投標人的資格和業(yè)績要求：

Requirements for Qualification and reference of Bidder:

  （1）資格要求:

Requirements for Qulification of Bidder:

A、投標人應為投標所報貨物的制造商或者是授權代理商,代理商應提供制造商同意其在本次投標中提供該貨物的正式授權書。

The bidder shall be the manufacturer of the bidded goods or authorized agent,the agent shall provide the Letter of Authority from manufacturer to agree to provide the goods in this Bid.

B、特種設備證書：

Special Equipment Certificate:

國內閥門廠商提供壓力管道元件制造許可（TS認證），且證書在有效期內，證書批準范圍涵蓋本次招標的壓力管道閥門范圍。

Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate), and the certificate shall be valid.The scope of certificate approval covers the scope of penstock valves in this bidding.

國外閥門廠商應提供壓力管道元件型式試驗報告或證書，報告或證書應覆蓋本次招標的壓力管道閥門范圍。需承諾在2024年1月31日前取得《中華人民共和國特種設備生產許可證》。

Foreign manufacture shall provide the pressure piping component Type Test Report or Certification released by the national authority agency of China,The certificate or report shall cover the scope of penstock valves in this bidding.It is necessary to promise to obtain the Special Equipment Production License of the People_EpSingleQuotes_s Republic of China before January 31, 2024.

   （2）業(yè)績要求：

     Requirement for Bidder_EpSingleQuotes_s reference:

2010年1月1日至投標截止日，投標人所投的可調CV調節(jié)閥應具有不少于2個應用于連續(xù)重整裝置反再單元項目的運行業(yè)績（運行業(yè)績時間為投入運行時間或調試驗收時間，要求2個項目業(yè)績，同一項目提供多個合同視為一個業(yè)績）。

投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件（含相關技術附件，至少體現(xiàn)以下內容：合同首頁、簽字頁、貨物名稱（可調CV調節(jié)閥）、項目類別（連續(xù)重整裝置反再單元））和用戶出具的投入運行證明文件或用戶出具的調試驗收文件。用戶出具的投入運行證明文件或用戶出具的調試驗收文件應體現(xiàn)運行時間或調試驗收時間。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。

From January 1, 2010 to the tender closing date, The bidding CV control valve shall have at least 2 successful applications of CCR reaction regeneration unit project(The operation achievements shall be the operation time or commissioning and acceptance time.Requires 2 project performances,providing multiple contracts for the same project as one performance).

The bidder shall submit the performance table in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: copies of sales contracts (including relevant technical attachments, including at least the following contents: contract home page, signature page, name of goods(CV control valve),project category(CCR reaction regeneration unit))and commissioning and acceptance documents issued by users. The commissioning certificate issued by the user or the commissioning acceptance document issued by the user shall reflect the running time or commissioning acceptance time.

If the performance certification documents are not submitted, or the performance certification documents provided do not reflect the above information, the performance shall be regarded as invalid.

3.有興趣的投標人可通過以下方式獲取招標文件：從2022年6月17日開始至2022年6月24日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中
