★2. Requirements for Qualification and reference of Bidder:

(1)  Requirements for Qualification of Bidder:

a) Joint Bids: Not Acceptable 

b) Agent Bids: Acceptable. If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.The Bidder shall provide official Letter of Authority from Manufacturer, format as per Section 4 Formats of Bids Form IV-9-4.

c) The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

d) Bidder shall promise to obtain explosion-proof certificate for all explosion-proof electrical equipment and instrument components in TEG System。 and the products which have been included in the Catalogue of the Mandatory Products subject to the China Compulsory Certification (CCC) shall be certificated. (explosion-proof combustible gas detector, explosion-proof temperature measurement gauge, flow rate gauge, pressure gauge and liquid level gauge/meter is not in the list of CCC mandatory). The explosion-proof and protection grade is IP56, and meets the requirements of SIL grade. The motor is applicable to the explosion-proof classification of the area, and the energy efficiency grade should meet the requirements of GB 18613-2020.

e) Bidder shall promise to obtain the Third party certification for TEG System issued by a classification society (ABS,DNV,CCS, BV etc.) , which shall be licensed by China Offshore Oil Operation Safety Office (COOOSO). The cost for third party certification shall be at SUPPLIER’s account. The bidder shall specify the selected certification authority in the tender document.  

(2)  Requirement for Bidder's reference:

Bidder shall provid at least 2 sets of TEG System (capacity shall not less than 250x10⁴Sm³/d)  performance reference which successfully operated no later than Jan 1^st, 2010 on Offshore Oil Production Platform or Offshore floatation production facilities (FPSO,FSOU etc.).

The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least as following :

1) copies of sales contract(including cover page, signature page and technical appendix);  and 

2) A  certificate  signed by end user or a third party classification society to verify its authenticity ；

The corresponding documentary evidence. submitted by the Bidder shall at least demonstrate the content show as follows: Name of the Contract, Date of Contract effectiveness, Name of the Buyer, The capacity of the Equipment, Name of Goods, Quantity, usage circumstance(include but not limited to Platform or FPSO,FSOU etc.), technical requirements , successful operation time；

If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance(Platform or FPSO,FSOU etc.), technical requirements , successful operation time, the relevant reference will be deemed invalid.

4. Bids must be delivered to No.8 Meeting Room.4th Floor, CNOOC Tower,No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China forsubmission of bids before 10:00 a.m. (Beijing time) on  August 8, 2022. 

5. Bids will be opened in the presence of bidders' representatives who choose to attend at 10:00 a.m. (Beijing time) on   August 8, 2022 at No.8 Meeting Room.4th Floor, CNOOC Tower, No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China forbid-opening.
