1.中化建國際 （以下稱為“招標代理機構”）受海洋石油工程股份 （以下稱為“招標人”）委托，就流花11-1/4-1油田二次開發項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
Entrusted by China Offshore Oil Engineering Co., Ltd (hereinafter referred to as "the bidder"), CNCCC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the Secondary development project of LH 11-1/4-1 oil field. Bidders are invited to submit sealed bids for the following goods and services:

Quantity: AVIATION FUEL TRANSMIT VESSELS 1 set、AVIATION FUEL DELIVERY PUMPS SKID 1 set、AVIATION FUEL DISPENSION SKID 1 set
規格：運輸罐 DPP-V-3301A/B/C 容積：2.84 m3（each）；設計壓力/溫度：-20~200KPaG/50℃，流量：13.6 m3/h；過濾精度：1μm，含水率低于15ppm；設計壓力/溫度：1150kPaG/50℃，輸送泵DPP-P-3301A/B 泵流量：13.6 m3/h (each); 入口：ATM/AMB，出口：750kPaG/AMB，航空燃料輸送罐橇、航空燃料輸送泵橇、航空燃料分配橇能夠在規定的海洋環境下正常運行。現場環境數據：溫度11.2～37oC，濕度30 ～100%，三秒陣風風速67.7 m/s (100years)。

On-site environmental data: temperature 11.2 oC to 37oC, humidity 30~100%, three-second gust wind speed 67.7 m/s (100years).
交貨期Delivery Schedule:
境內貨物：合同簽訂后28周（貨到項目現場時間）
For goods within the PRC customs territory: 28 weeks after signing the contract (date for goods to arrive at the project site)
境外貨物: 合同簽訂后28周（提單發貨時間）
For goods outside the PRC customs territory: 28 weeks after the contract is signed (departure date on the bill of lading)
交貨地點Destination of delivery：
境內貨物：廣東省珠海市高欄港區平港路99號
For goods within the PRC customs territory: No. 99, Pinggang Road, Gaolan Port Economic Zone, Zhuhai City, Guangdong Province
境外貨物：CIF中國高欄港

2.對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder:
投標人應為投標設備的制造商、集成商或代理商，如果投標人是代理商應提供制造商授權文件。
The bidder shall be the manufacturer of the bidding equipment or the integrator or the agent. If the bidder is an agent, the manufacturer’s authorization document should be provided.
（2）業績要求：
Requirement for Bidder_EpSingleQuotes_s reference:
投標人自2012年1月1日至投標截止日前（以簽約時間為準）應具備不少于1套航空燃油橇的供貨業績。
業績證明文件包括但不限于：銷售合同復印件（含相關技術附件）、到貨接收證明。業績證明文件需體現以下內容：合同簽署時間、合同使用方的信息、貨物名稱（航空燃油橇）、供貨數量，及到貨接收證明；如業績證明無法體現上述信息為無效業績。
The bidder shall have the supply performance of no less than 1 set of aviation fuel skids from January 1, 2012 to the deadline of bidding (subject to the time of signing)
Performance proof documents include but are not limited to: copy of sales contract (including relevant technical attachments), receipt of goods. The performance certificate shall reflect the following contents: contract signing time, information of the contract user, name of cargo (aviation fuel sled), quantity of supply, and receipt certificate of arrival; If the performance certificate cannot reflect the above information, it is invalid performance.
（3）資質要求：
Qualification requirements
橇內(DPP-X-3301/3302/3303)所有防爆電氣設備及儀表部件滿足Class I, Zone 2, Group IIA防爆區域要求，防爆等級ExdII BT4，IP56，均要取得防爆證書和中國強制性CCC認證，投標時提供證書復印件。
All explosion-proof electrical equipment and instrument parts in skid (DPP-X-3301/3302/3303) shall meet the requirements of Class I, Zone 2, Group IIA, ExdII BT4, IP56, and shall obtain explosion-proof certificate and China compulsory CCC certification，the bidder shall provide copies of certificate.
投標人應承諾供貨是提供委托國家安全生產監督管理總局海洋石油作業安全辦公室（COOOSO）認可的船級社（ABS, Lloyd‘s, DNV,CCS，BV）對設備整體進行檢驗并獲得的檢驗證書。
SUPPLIER shall promise to at his own cost, arrange inspection and obtain final certificate of the package from one of the certifying agencies （ABS, Lloyd's, DNV,CCS，BV）） authorized by the China Offshore Oil Operation Safety Office (COOOSO) when supply the Goods.
3．有興趣的合格投標人可通過以下方式獲取招標文件：
